Our Management Team

Scott Stewart is Chief Executive Officer of IBI Group Inc. He’s Managing Director Transportation Networks and Systems Technology, and has been a Director since 1983. He specializes in the analysis, design, and implementation of systems. He has been involved in major initiatives throughout North America, Europe, and Asia that have included integrated electronic tolling and traffic management systems, and large communication systems. Mr. Stewart is also active in public/private partnerships and private financing initiatives in North America, Europe, and the Middle East.

Phil Beinhaker, the Chairman Director of IBI Group, founded IBI Group and was a Managing Director of the firm from 1974 until 2004 when the Managing Directors’ responsibilities were assumed by Scott Stewart and David Thom.

Neal Irwin
Chairman Emeritus
Neal Irwin was a founding partner of IBI Group in 1974 and served as Managing Director until 2003, when he became Chairman Director, moving to Chairman Emeritus in 2006. Mr. Irwin is widely experienced in the fields of transportation and transit planning, transportation engineering, urban development planning, public consultation, management and computer sciences, energy planning, and policy development, and has published extensively in these areas.

Ewen Fisher
Operating Director, Corporate
A civil engineer by profession, Ewen Fisher is one of the founding partners of IBI Group. He has extensive experience in managing major transportation and urban development projects across Canada, and in Brazil and Trinidad and Tobago. As Operating Director, Corporate, his responsibilities include oversight of the firm’s administrative activities including review of documentation and contracts, and coordination of risk management and quality management functions.

In his 30 years with IBI Group, Derek Sims has had extensive experience in the Intelligent Transportation Systems field. Mr. Sims is a recognized expert who has managed and directed a wide variety of transportation systems projects including Advanced Traffic Management Systems, Advanced Traveler Information Systems, Commercial Vehicle Operation systems, and revenue management systems.

ibi-management-team-taylorStephen Taylor is the Chief Financial Officer of IBI Group. He is a Chartered Accountant with over 25 years of international financial experience in all areas of corporate management, including acquisitions of new businesses, operational management, and investments. His functional experience includes accounting, public company financial reporting, acquisition due diligence, valuation, process management, enterprise integration, and investor relations.

David Thom is President of IBI Group Inc. He’s Managing Director Urban Land and Building Facilities, and has been a Director since 1979. An architect by profession, Mr. Thom specializes in the planning and design of complex projects integrating the various disciplines within IBI, including transportation, planning, and architecture. He has had senior responsibility for many major urban development projects across Canada, in the USA and internationally including public/private partnerships and private finance initiatives.

Peter Moore is the Operating Director for the IBI Group practice in Alberta. He joined the firm in 1986 and became a Director of IBI in 1990. A civil engineer by background, he has over 30 years experience in land development. He has been responsible for various aspects of the development of over 10,000 single-family lots and some 400 acres of multi-family development, primarily in Western Canada.

Alistair Baillie has over 35 years of proven experience in transportation, land planning and engineering, with the leadership skills to direct very complex and multi-disciplinary projects. Mr. Baillie has been a Director of IBI since 1987. He is a highly effective communicator who has established excellent working relationships with public agencies and private sector clients of IBI Group and has successfully directed many milestone-oriented transportation and land planning projects throughout California.

A civil engineer and urban planner by background, Daniel Arbour has had a distinguished career in leading major urban development projects in Canada and internationally. Mr. Arbour founded Daniel Arbour & Associates (DAA) in 1975 and led its growth in becoming a leading provider of urban and regional planning, design, and other services with seven offices in Québec and some 300 employees. IBI and DAA collaborated on many projects for mutual clients for 15 years, and in 2006 the DAA practice merged with IBI Group.
