Walter Estay is the Northern California Educational Facilities Practice Lead. With over 30 years of experience in the hospitality, civic, and education building sectors, Walter’s current and primary focus is on developing educational facilities for next generation learners. With his extensive knowledge in community engagement, consensus building, planning, project delivery, and quality control, Walter delivers innovative solutions that meet the current and future needs of students and staff.

In addition to his role as Educational Facilities Practice Lead, he also serves as the managing principal of Northern California. He is responsible for guiding the operations and management of the San Jose, San Luis Obispo, and Bakersfield, California offices. Walter’s role as Managing Principal is multifaceted. He leads the successful execution of a wide variety of educational and civic projects while continuously challenging and guiding the professionals with whom he works to advance in their careers and strive for excellence. He has embraced this new people-centric role as an opportunity to focus on morale, culture, people, and learning.

Walter’s design portfolio features academic buildings, facility master plans, facility assessments, libraries, athletic facilities, and district administration buildings. He has completed planning and design services for a multitude of school districts located in Nevada, Texas, and California. Walter has a Bachelor of Architecture degree from the University of Houston and is a licensed architect.

Anita Leonoff joined IBI Group shortly after graduating from UBC’s Architecture School and learned quickly. In the mid 1980s, Anita began the renovation work on the Hotel Vancouver, one of her longest running projects and one she continues to work on to this day. In the 1990s, Anita took on the local work for Holt Renfrew which at the time was renovation work. This later turned into a new store for Vancouver, followed by Calgary, and a number in Ontario and Quebec, which is a testament to her work. Anita’s areas of specialty include institutional and hospitality facilities design, retail and office tenant fit-ups, heritage renovations, and the management of the approvals and public consultation processes.

Mike Murray specializes in the design of civil and transportation infrastructure projects for public and private sector clients across a broad range of project types including traditional and non-traditional public sector transportation; municipal and county clients, commercial and residential development, parks, trails, and schools. He is currently focused on the management, design, construction management/administration of civil/transportation improvement projects which include: horizontal infrastructure (road widenings/new alignments/intersection design/bridge/traffic and access management) commercial, residential, municipal and recreational site developments; storm and sanitary sewer design; water system design; multi-use trails; and recreational spaces as well as construction administration and inspection. Mike?s technical expertise and management capabilities has enabled him to lead many large and innovative projects, including the SR 4 Bypass and several sections of the Ohio River Trail.

Mike also previously served the City of Centerville (Ohio) as Assistant City Engineer. This experience has allow him to assist several communities in Southwest and Central Ohio as the municipalities contract engineer.

Although Marsha Bousquet has 26 years of experience related to urban infrastructure development from planning through implementation, since 2009, Marsha?s focus has been entirely dedicated to AFP/P3-type projects. Her role extends from the commercial management of P3 projects, design team management, bid management during RFQ/RFP stage, and instilling best practices in delivery. Prior to that, she undertook master planning and entitlements for major redevelopment projects in Canada and the United States that have reshaped development patterns to take advantage of public transit, contributing to more sustainable city building.

Her professional experience in planning major infill, redevelopment projects involving the transformation of industrial lands to mixed-use, Transit Oriented Developments; master site planning for light rail and commuter rail transit stations; transportation planning studies for urban transit; and securing entitlements related to multi-tower high rise residential and mixed-use projects gives her a broad and unique perspective into design team work on AFP/P3 projects.

She is actively engaged in the Ageless Living discourse and has worked in the area of affordable and senior housing for over 30 years, committing volunteer and professional efforts to the preservation of affordable housing and the design of residential environments of all types. Susan served on the Board of Women in Housing and Finance from 2009 to 2017 and is a member of the AIA New York Chapter Design for Aging Committee.
