Ms. Boucher has extensive experience in ITS, transportation planning and engineering. Since joining IBI almost 4 years ago, he has specialized in industrial and automotive work. Originally hired in the Southfield, MI office, Steve has since transferred to the Raleigh, NC office where he has been for the past 3 years. His automotive/industrial experience has given him the opportunity to work for all the major automotive manufacturers while completing large or complicated projects of note for Toyota and Tesla. Since joining the Raleigh office, he has begun to diversify his experience, by working on a myriad of projects ranging from Maintenance & Operations (M&O) facilities for local and out of state municipalities, to working with the NC Wildlife Resource Commission, NCWRC, on the re-design of a shooting range. In May of 2019, he was promoted to an L1, Associate Principal, level within the IBI Global Leadership and more recently became the Operations Manager for the Raleigh office helping with the day to day operations of the office.

David is a Senior Consultant based in IBI’s Glasgow office with considerable project management and consultancy experience. In a career spanning over 20 years, David has worked in both technology and transport planning fields. Since joining IBI he has played a lead role on our work with Transport Scotland, where he is now the project manager for the major Traffic Scotland Systems Contract Framework, one of IBI’s largest projects in the UK. This contract covers the development and operation of a number of systems critical to the management of the strategic road network and related functions, as well as other consulting services. In addition to the project manager role, David continues to lead on specific projects delivered under the Framework, including Scotland’s new National Traffic Data System. He has enhanced his technical background in electrical engineering with a Masters of Business Administration and PMP certification. For the past nine years, Tom has been working with the Ministry of Works and Transport in Trinidad as the Project Manager for the successful deployments of the National Traffic Management System, Red Light and Speed Enforcement systems. He recently concluded an assignment as the Project Manager for the Ground Transportation AVI System for the Hillsboro County Aviation Authority at the Tampa Airport. Sam also has a focus on real-time passenger information systems for rail and has designed and developed light rail and commuter rail real-time passenger information systems for RTD (Denver), SunRail (Orlando), and NFTA (Buffalo). Prior to joining IBI Group in 2015, Sam worked for the MBTA (Boston) for over four years. At the MBTA he designed and developed software that generated real-time arrival predictions for the subway lines and published the predictions on countdown signs and for app developers, served as system administrator for the bus CAD/AVL system, and managed the MBTA’s GTFS data.
