Canada-U.S.-Ontario-Michigan Border Transportation Partnership Planning/Need and Feasibility Study
The Canada-United States-Ontario-Michigan Transportation Partnership was set up to examine alternatives to improve transportation across the Ontario-Michigan portion of the Canada-U.S. boundary. A joint U.S.-Canada study was commissioned to examine these issues.
Project objectives were to:
- Improve border crossing and processing capacity to meet current and future demands; and
- Provide system redundancy to enhance national economic security.The study projected that over the 30-year study horizon, a very significant growth in the movement of people and goods for this section of the border that will require a significant increase in the capacity of the road-based cross-border transportation system in the Windsor-Detroit area. Border crossings are projected to increase by approximately 120% for commercial vehicles and by approximately 40% for passenger cars.
This study analyzed and evaluated various transportation alternatives to solve the cross-border capacity deficiency in Windsor-Detroit. The study of new/improved arterial/highway access to border crossings in combination with new/improved international crossings:
- Increased passenger car and commercial vehicle ferry service;
- Increased freight rail services;
- Diverted some traffic from the Ambassador Bridge to the Blue Water Bridge;
- Improved Travel Demand Management; and
- Improved Traffic Management.
Even with all these improvements, however, it is expected that additional border crossing capacity will be required over the next 30 years. A number of alternative locations for this increased capacity were examined and evaluated
