IBI Group was retained in the summer of 2001 to produce a Land Use Master Plan for a 500-acre sector of Downtown Minneapolis. The study’s aim was to propose development-patterns supporting the concept of ‘complete communities’ in both the North Loop and Downtown East districts of the city, as well as providing recommendations regarding the expansion of the Downtown Core, as it relates to its Class-A office precinct. To facilitate this goal, the first phase of work entailed a detailed market analysis of the Project Area. A parallel deliverable to the assignment was to anticipate property development along the 5th Street S. Hiawatha LRT corridor, including preparation of urban design guidelines for streetscape enhancements associated with the arrival of light rail in Minneapolis. The end product included development of implementation strategies regarding regulatory framework and capital funding mechanisms.
