Geoff Carter joined IBI Group working in the development of our Advanced Traffic Management Systems software with an emphasis on the mapping display functionality. Geoff now leads IBI’s Advanced Traveller Information web and data interface team. Geoff and his team now support IBI traveller information systems that service roughly 25% of the population in the US, with notable active 511 solutions deployed in Massachusetts, Connecticut, New York, Florida, Wisconsin and Los Angeles. Geoff led IBI’s efforts for the deployment of the traveller information web site for the Pan Am games. Geoff has led efforts to provide SaaS (Software as a Solution), advanced IBI’s hosting center in Tampa, Florida and has managed the program to productize IBI’s software solution thereby allowing IBI to bring tremendous value to its clients. He is currently leading IBI’s efforts to advance the Event Reporting System and managing the New York and Wisconsin 511 projects.

Bruce Mori has more than 20 years of consulting experience that spans the globe. He specializes in transportation systems planning and travel demand forecasting for major metropolitan areas and Landmark Events with a focus on rapid transit systems, integrated transportation land use planning, and sustainable transportation principles. He has responsibility within IBI Group for transportation planning, travel demand forecasting, transportation-related environmental assessments, travel demand forecasting, toll traffic and revenue studies, and rapid transit/LRT and road/highway design. Bruce’s experience includes major studies across North America and in the rapidly developing cities of the Middle East.

David Thom

Kelly Cobbe has provided engineering design, construction administration and project management services to various local municipalities, regional municipalities and provincial and federal government agencies in Eastern and Southwestern Ontario for 30 years. Leveraging a number of IBI’s core strengths, he has undertaken infrastructure and urban streetscape revitalization projects in the downtown cores of a number of municipalities in Waterloo Region. Past efforts have also included leading the civil design efforts during the preparation of the Waterloo LRT Bid and managing a portion of the Viva H3 BRT project.
In addition to his Professional Engineer licensing in Ontario and Manitoba, Kelly was designated as a Consulting Engineer by Professional Engineers of Ontario in 2004. He is a founding member and current past-chair of the Grand River Chapter of Consulting Engineers of Ontario, an active member of the Waterloo Region Homebuilder Association Waterloo Liaison Committee, and a past member of the KW Chamber of Commerce Regional and Municipal Affairs Committee.

Richard Golledge is a qualified architect specialising in education and healthcare design. As a strong team leader, he has managed the design and delivery of projects under various public sector procurement routes and contracts, including the NEC Partnering contract. Richard is experienced in creating specialist learning environments for leading universities. Adept at delivering schemes from master planning to construction, he works closely with stakeholder groups to deliver the strategic vision. He understands how important the built environment is as a marketing tool for attracting students and has demonstrated this by developing a striking scheme at Cardiff University.

In healthcare, Richard has worked on a number of specialist and acute schemes. He works closely with Trusts to provide value for money.
In science, Richard has developed a very good understanding of laboratory planning and research space design, creating buildings that inspired collaboration, productivity and innovation. Richard has also been heavily involved in IBI’s ‘Four Labs Four Cities’ research project, a comparative study to define best practice features within laboratory spaces.

Richard graduated from the Welsh School of Architecture, Cardiff University, where he was awarded the Edward Loveluck Travelling Scholarship 2002. His experience also includes work in the residential sector, where he won a Regional RIBA Award for a one-off house in Malmesbury. His innovative approach to design has been supported by his keen interest in research and development.

In 2009, Richard was selected by the Design Commission for Wales, Royal Society of Architects Wales and the WSA to exhibit his work at the ‘Reflecting Wales 09:09’ exhibition which showcased work of the best of emerging architects in Wales. In 2010, Richard exhibited at the National Eisteddfod in Wales.

Rachel DeWitt is IBI Learning+ lead. Rachel began this passion as a part of our education team in Houston, joined our team in Portland for 2016, and now currently is based out of our Denver office. She has an M.Ed from Texas A&M University, and is particularly interested in the impact space and place has on student cognition. As a former educator, Rachel has been a speaker at national and international conferences on various education topics. Rachel will be working with all of our senior leaders across the education practice to strategize how to move the education practice forward with particular focus on five key areas: business development, professional development, growth, innovation, and thought leadership.
