As an Independent Director and Chair of the Board of Directors for IBI Group, Dale Richmond is a member of the Audit Committee and Chair of the Governance, and Compensation Committee.Mr. Richmond is currently the Chair of The Canadian Council for Public-Private Partnerships. He has participated on a number of corporate boards and has served the community as past Chair of The Toronto Board of Trade, The Canadian Urban Institute and Humber College.

From 1993 to 2003, he was the President and Chief Executive Officer of the Ontario Municipal Employees Retirement System. Prior to 1993, Mr. Richmond served with the Municipality of Metropolitan Toronto for 17 years, where he held various positions including Chief Administrative Officer (for a period of eight years), Deputy Commissioner of Transportation, and Commissioner of Management and Computer Services. He also held various public sector positions in Halifax, Calgary and Sudbury.

Mr. Richmond received a Bachelor of Commerce degree from Mount Allison University, a Master of Arts (Economics) degree from Dalhousie University and is a Fellow of the Chartered Professional Accountants of Ontario and a Fellow of the Certified Management Accountants of Ontario.

As designers, one of our key roles is to help our partners in construction, finance, operation, and maintenance find cost-effective and innovative solutions critical to the success of this model.

Fouad Mustafa is Global Director, P3 Infrastructure. He is a Professional Engineer and member of the Professional Engineers of Ontario, the Consulting Engineers of Ontario, the Ontario Society of Engineers, and the American Public Transportation Association. He is also on the Board of Directors of Consulting Engineers of Ontario.

Fouad obtained a Master of Business Administration from York University and has more than 25 years of experience in the management, planning, design, and implementation of transportation infrastructure and facilities with a focus on AFP/P3 projects. He has managed large infrastructure projects worth more than $1 billion, and has worked with a wide range of public and private sector clients throughout North America and overseas.

Billy Shum has over 15 years of combined experience in Traffic Engineering and ISO 9001 Quality Management Systems. He has taken a special interest in the design of public spaces for transit facilities that unite transportation and land uses, which has been the solution for clients who require context-sensitive design solutions for both the urban built fabric and recreational landmarks.

His clients include major North American cities and their transit agencies, as well as the National Parks Service of the US Department of the Interior.

Ana-Francisca de la Mora C., LEED AP, is a licensed architect in both Ontario and Mexico with almost 20 years of experience. Her work is characterized by its innovative, high-quality architectural design with a deep commitment to making healthy places that are accessible and inclusive. Over the last decade, she has focused on large scale transit stations and facilities. She has played an integral role in the successful design and execution of Toronto’s Finch West Station, CN Tower Plaza, Stoney Bus Facility and currently is the lead architect for Keelesdale Station for the Eglinton Crosstown LRT. She has also collaborated on international projects, such as design guidelines for the Mobility Hubs (CETRAM) in Mexico City and technical review of the new BRT in Puebla, Mexico on behalf of the World Bank.

Ana-Francisca has served in various committees including the ULI, Harbourfront Centre and UWC alumni and is an active member of the Toronto Society of Architects. He is the Project Manager for the cities of Jeddah and Al Madinah travel model and Public Transport systems design, the Arriyadh comprehensive public transport plan and the electronic tolling for Attiki Odos the ring road in Athens, Greece and led the integration of multi-application smart card systems project in Europe, under the e-Europe program.

Mustafa has provided consulting services to the European Commission on funding ITS projects and proposals since 1998 and is the Technical Manager of the IMS Project, a Canadian initiative funded by the Federal government for the implementation of multi-modal and multi-application smart card systems since 1999.
