John Perks is designated by PEO as a Consulting Engineer (Ontario) and holds a Masters degree in Business Administration. He has over 25 years of experience as a project manager and senior engineer for a diversity of transportation and municipal projects involving feasibility studies, Class Environmental Assessments, functional, preliminary and final designs, contract preparation, and construction administration and inspection.

His project work includes both new and reconstruction of existing civil infrastructure. This broad experience across many municipalities has provided John with the ability to large, manage multidisciplinary projects and understand the complexities of public, political, approval agency and municipal pressures and requirements on a project.

John is also one of the few Region of Waterloo approved acoustical engineers and has completed the MOE noise assessment course as well as numerous seminars with expertise acoustical studies for both road and rail transportation, and stationary noise sources.

Fouad Mustafa is Global Director, P3 Infrastructure. He is a Professional Engineer and member of the Professional Engineers of Ontario, the Consulting Engineers of Ontario, the Ontario Society of Engineers, and the American Public Transportation Association. He is also on the Board of Directors of Consulting Engineers of Ontario.

Fouad obtained a Master of Business Administration from York University and has more than 25 years of experience in the management, planning, design, and implementation of transportation infrastructure and facilities with a focus on AFP/P3 projects. He has managed large infrastructure projects worth more than $1 billion, and has worked with a wide range of public and private sector clients throughout North America and overseas.

Sean Jones has extensive experience in the administration of building contracts for refurbishment and new build works. He is involved in the production of detailed information packages, the management of the design team through this process including contract administration and overseeing site works. He is familiar with the PFI process and has wide-ranging experience in the procurement of healthcare buildings. This includes leading the team during the briefing and room layout process. This involved engagement with the user groups to finalise the detail design layouts and managing the production information packages. Sean is also familiar with delivering phased schemes in a live hospital environment. David is a Senior Consultant based in IBI’s Glasgow office with considerable project management and consultancy experience. In a career spanning over 20 years, David has worked in both technology and transport planning fields. Since joining IBI he has played a lead role on our work with Transport Scotland, where he is now the project manager for the major Traffic Scotland Systems Contract Framework, one of IBI’s largest projects in the UK. This contract covers the development and operation of a number of systems critical to the management of the strategic road network and related functions, as well as other consulting services.

In addition to the project manager role, David continues to lead on specific projects delivered under the Framework, including Scotland’s new National Traffic Data System. This is a significant development for Transport Scotland and has been a complex project which has required a range of skills: engagement and coordination with a wide range of stakeholders; technical ability in respect to system requirements and design; management of the client with the introduction of new processes and procedures; and overseeing the implementation and launch. David holds an Honours degree in Computer Science, a Masters in Transport Planning and Engineering, and is PRINCE2 certified. He is also accredited in Software Testing.

Upon joining IBI Group, Jill Mackay was tasked to develop Regional ITS architecture for a broad range of clients, including throughout the state of Washington. Through the facilitation of stakeholder workshops, Jill became adept at helping agencies identify a vision and strategic path for the identification, prioritization and implementation of innovative transportation technologies that would improve operational efficiencies and performance.

Beyond the planning phase, Jill has worked on fare collection, electronic toll collection and CAD/AVL system implementations from the initial needs assessment phase through to systems acceptance. Currently, Jill is leading IBI Group’s multidisciplinary Connected and Autonomous Vehicles practice, which is comprised of professionals dedicated to guiding our traffic and transit agency clients on how to plan, prepare and benefit from innovative autonomous technologies. A team from the CAV Working Group was recently a finalist in New York?s Driverless Future design challenge, which sought ideas on how automated vehicles could address urban growth issues in New York City.
