Neil has over 20 years of experience as a Project Architect and Urban Designer. Neil has worked on commercial and housing sector projects throughout the UK but he has become a key figure in education and education masterplanning projects, bringing architecture and urban design skills to major capital projects. Neil is a lead member of the IBI Learning+ team, specialising in school and college design, and is responsible for the design, coordination and delivery output. Neil is recognised for leading high quality projects within the business.

Neil’s leadership ability and talent to communicate ideas both visually and verbally combined with his recent experience of designing and particularly in delivering EFA funded projects means that he and his team can hit the ground running on fast track projects.
Neil has experienced first-hand the new economic reality of centrally funded projects and has adapted to this by producing designs that make most of the budget.

Following the completion of the academic paper and acclaimed HEAD Study (Holistic Evidence And Design) carried out by Professor Peter Barret at the University of Salford, Neil has played a leading role in developing the practical application of this research through IBI THiNK, our in-house Research & Development team, culminating in the “Clever Classroom” design and school assessment toolkit.

Caz Thomson has 20 years of commercial experience in systems architecture design and full lifecycle development within many disciplines, ranging from utilities management, through medical insurance to manufacturing and transportation systems. Caz has excellent technical expertise in a number of development platforms and significant experience in requirements analysis, system design and architecture, the management of large development teams and the delivery of mobile, web and system development projects. As an Independent Director and Chair of the Board of Directors for IBI Group, Dale Richmond is a member of the Audit Committee and Chair of the Governance, and Compensation Committee.Mr. Richmond is currently the Chair of The Canadian Council for Public-Private Partnerships. He has participated on a number of corporate boards and has served the community as past Chair of The Toronto Board of Trade, The Canadian Urban Institute and Humber College.

From 1993 to 2003, he was the President and Chief Executive Officer of the Ontario Municipal Employees Retirement System. Prior to 1993, Mr. Richmond served with the Municipality of Metropolitan Toronto for 17 years, where he held various positions including Chief Administrative Officer (for a period of eight years), Deputy Commissioner of Transportation, and Commissioner of Management and Computer Services. He also held various public sector positions in Halifax, Calgary and Sudbury.

Mr. Richmond received a Bachelor of Commerce degree from Mount Allison University, a Master of Arts (Economics) degree from Dalhousie University and is a Fellow of the Chartered Professional Accountants of Ontario and a Fellow of the Certified Management Accountants of Ontario.

Wendy is a recognised expert in the development and implementation of operational procedures for highway network management. Prior to joining IBI Group, she worked for Gloucestershire Police, supervising two control rooms, and for Highways England’s Traffic Officer Service, managing incidents both on the network and from the Regional Control Centre. She managed Highways England’s National Occupational Standards Programme, which she also developed into a formal Traffic Management Diploma, accredited by City and Guilds.

Since joining IBI Group in 2010, Wendy has advised clients such as Glasgow City Council and the Ontario Ministry of Transportation (MTO), as well as continuing her role as technical advisor to Highways England. She has provided specialist support to Smart Motorway operations and led projects including the Stationary Vehicle Detection Trial and the development of Smart Motorway Driver Information Requirements. Wendy currently coordinates IBI’s work to enhance Highways England’s signalling policy and capability. She is integral to expanding the firm’s services to other highway network managers across the UK and to the emergency services.

Scott Stewart

Scott has been with the firm since the early 1980s, initially as a transportation engineer and planner, and grew to lead the development of the solutions sector. As CEO, he continues to be a proponent of technology-driven design — the ethos which underlies IBI Group’s project and product offerings.

Scott is active in the community and sits on the Board for the Transportation Association of Canada as well as ITS Canada, where he has fulfilled various roles including chair. Scott has a degree in Civil Engineering from the University of Waterloo.
