Welland joined IBI’s transit architecture group in 2009 and has been involved in major public transportation projects including TTC Finch West Station, TTC Pioneer Village Station and NTA Red Line LRT in Tel Aviv. Having contributed his skills in design, coordination and project management to the firm, Welland has developed an expertise in transit design that is reflected in all stages of the project. Welland is currently the lead architect for Mt. Dennis Station on the new 19 km Eglinton Crosstown LRT project in Toronto.

Tom Shannon has 20+ years of experience in the field of systems integration and deployment for public and private sector clients. He has enhanced his technical background in electrical engineering with a Masters of Business Administration and PMP certification. For the past nine years, Tom has been working with the Ministry of Works and Transport in Trinidad as the Project Manager for the successful deployments of the National Traffic Management System, Red Light and Speed Enforcement systems. He recently concluded an assignment as the Project Manager for the Ground Transportation AVI System for the Hillsboro County Aviation Authority at the Tampa Airport. This system monitors and tracks commercial vehicles and assesses fees based on the vehicle and type of trip. Past assignments include work for Federal (NPS, FHWA), State (CT, NY) and local levels of government.

David is a Senior Consultant based in IBI’s Glasgow office with considerable project management and consultancy experience. In a career spanning over 20 years, David has worked in both technology and transport planning fields. Since joining IBI he has played a lead role on our work with Transport Scotland, where he is now the project manager for the major Traffic Scotland Systems Contract Framework, one of IBI’s largest projects in the UK. This contract covers the development and operation of a number of systems critical to the management of the strategic road network and related functions, as well as other consulting services.

In addition to the project manager role, David continues to lead on specific projects delivered under the Framework, including Scotland’s new National Traffic Data System. This is a significant development for Transport Scotland and has been a complex project which has required a range of skills: engagement and coordination with a wide range of stakeholders; technical ability in respect to system requirements and design; management of the client with the introduction of new processes and procedures; and overseeing the implementation and launch. David holds an Honours degree in Computer Science, a Masters in Transport Planning and Engineering, and is PRINCE2 certified. He is also accredited in Software Testing.
