Wendy is a recognised expert in the development and implementation of operational procedures for highway network management. Prior to joining IBI Group, she worked for Gloucestershire Police, supervising two control rooms, and for Highways England’s Traffic Officer Service, managing incidents both on the network and from the Regional Control Centre. She managed Highways England’s National Occupational Standards Programme, which she also developed into a formal Traffic Management Diploma, accredited by City and Guilds. Since joining IBI Group in 2010, Wendy has advised clients such as Glasgow City Council and the Ontario Ministry of Transportation (MTO), as well as continuing her role as technical advisor to Highways England. She has provided specialist support to Smart Motorway operations and led projects including the Stationary Vehicle Detection Trial and the development of Smart Motorway Driver Information Requirements. Wendy currently coordinates IBI’s work to enhance Highways England’s signalling policy and capability. She is integral to expanding the firm’s services to other highway network managers across the UK and to the emergency services.

Ruth joined IBI Placemaking in 1980. Since that time she has worked on a variety of projects from master planning and site design of public and mixed income housing to signage design. More recently her work has focused on the master planning and site design for a variety of institutions – colleges, universities, secondary schools, neighborhood groups, nature centers, and botanical gardens. Ruth enjoys working with institutional communities to plan and design facilities that meet their needs and reflect their image and unique character, using workshops to gather the critical information and discover collective solutions. Prior to joining IBI Group, Welland gained a diverse background in architecture, graduating from McGill University and working at firms in both Toronto and Montreal. Within IBI Group’s Transit Architecture Studio, Welland has played a key role on projects in Israel, Canada and the United States. Working in both the Tel Aviv and Toronto offices has given Welland a global perspective on the practice, gaining firsthand experience with unique design constraints and diverse construction methods. He has served in leadership positions in government and industry organizations, including the University of Greensboro Development Board and the Board of Design Corps. He has also served as an adjunct professor at the College of Design in Raleigh, North Carolina. With her specialization in multi-family residential and mixed-use developments, Vivian’s expertise is in overseeing and coordinating projects through rezoning and development permitting phases. Her strong organizational skills and ability to introduce innovative solutions are assets to her team and her clients. Vivian’s most recently completed project is Centreview in North Vancouver, a multi-tower residential and office development with retail, affordable housing and daycare components. She is currently working on two rental projects in Vancouver’s historic Victory Square area and an office building in Mt. Pleasant. Vivian has received both a Masters of Architecture and a Bachelor of Arts in Urban Geography from the University of British Columbia.
