Board of Directors

John O. Reid

Independent Director

Mr. John O. Reid is a Chartered Professional Accountant with over 40 years of experience. He was Audit Leader for KPMG LLP in the Greater Toronto Area from 2008 to 2014 and has extensive experience in auditing as well as the management of professional service organizations, strategic planning, development and growth management in all business sectors. Mr. Reid has served as chair of six hospital boards and two colleges across Canada and is the founding member and Chair of the Audit Committee of the Perimeter Institute of Theoretical Physics.

Dale Richmond

Independent Director | Chair of the Board of Directors

As an Independent Director and Chair of the Board of Directors for IBI Group, Dale Richmond is a member of the Audit Committee and Chair of the Governance, and Compensation Committee.Mr. Richmond is currently the Chair of The Canadian Council for Public-Private Partnerships. He has participated on a number of corporate boards and has served the community as past Chair of The Toronto Board of Trade, The Canadian Urban Institute and Humber College.

From 1993 to 2003, he was the President and Chief Executive Officer of the Ontario Municipal Employees Retirement System. Prior to 1993, Mr. Richmond served with the Municipality of Metropolitan Toronto for 17 years, where he held various positions including Chief Administrative Officer (for a period of eight years), Deputy Commissioner of Transportation, and Commissioner of Management and Computer Services. He also held various public sector positions in Halifax, Calgary and Sudbury.

Mr. Richmond received a Bachelor of Commerce degree from Mount Allison University, a Master of Arts (Economics) degree from Dalhousie University and is a Fellow of the Chartered Professional Accountants of Ontario and a Fellow of the Certified Management Accountants of Ontario.

Scott Stewart

As the CEO of IBI Group and member of the Board of Directors, Scott Stewart is responsible for providing executive leadership to the company with a particular focus on the operational management and execution. Scott has been with the firm since the early 1980s, initially as a transportation engineer and planner, and grew to lead the development of the solutions sector. As CEO, he continues to be a proponent of technology-driven design — the ethos which underlies IBI Group’s project and product offerings.
Scott is active in the community and sits on the Board for the Transportation Association of Canada as well as ITS Canada, where he has fulfilled various roles including chair.
Scott has a degree in Civil Engineering from the University of Waterloo.

Jane Bird

Independent Director | Member of the Governance, and Compensation Committee

As an Independent Director on the IBI Group Board of Directors, Jane Bird is a member of the Governance, and Compensation Committee.Ms. Bird is a Senior Business Advisor with Bennett Jones LLP. She recently completed an engagement with Canada’s Department of Foreign Affairs, International Trade and Development in London, UK, where she was responsible for the renewal of Canada House on Trafalgar Square.

Prior to undertaking this role, Ms. Bird was CEO of Columbia Power Corporation, a British Columbia crown corporation that develops and operates hydroelectric generation facilities. Ms. Bird was also CEO of Canada Line Rapid Transit Inc., responsible for the development and construction of Canada Line, a $2 billion, 19 km rapid transit line connecting downtown Vancouver with Richmond and Vancouver International Airport.

Prior to her career in infrastructure Ms. Bird practiced law. Ms. Bird is a director of GCT Global Container Terminals Inc., British Columbia Ferry Services Inc. and Western Forest Products Inc. She is a member of the Institute of Corporate Directors.

Michael Nobrega

Independent Director

Michael Nobrega is a Chartered Professional Accountant and currently the Chair of Ontario Centres of Excellence, an Ontario based organization that drives the commercialization of leading edge technologies across the transportation, communications and key market sectors. Michael was past President and Chief Executive Officer of the Ontario Municipal Employees Pension System (OMERS), one of Canada’s largest pension funds, from 2007 to 2014. From 1998 to 2007, Michael was President and Chief Executive Officer of Borealis Infrastructure, the infrastructure investment entity of OMERS.

David Thom

As the President of IBI Group and member of the Board of Directors, David Thom is responsible for providing executive leadership to the company with a particular focus on managing and leading the firm’s multidisciplinary teams of professionals. He specializes in the planning and design of complex projects that integrate planning, architecture, and transportation. He has had senior responsibility for many major urban development projects across Canada, in the USA and internationally including public/private partnerships and private finance initiatives.

David joined the firm in 1975 after graduating from the architecture program at the University of Toronto, and is a member of the American Institute of Architects and the Royal Architectural Institute of Canada.

Lorraine Bell

Independent Director | Chair of the Audit Committee

As an Independent Director on the IBI Group Board of Directors, Lorraine Bell is Chair of the Audit Committee. Ms. Bell is a Chartered Professional Accountant, Chartered Accountant with over 30 years experience in the financial sector. Ms. Bell is a member of the Board of Directors and Chair of the Audit Committee and member of the Governance Committee of Brookfield Real Estate Services Inc. Ms. Bell is also a member of the Board of Directors, the Audit and Risk Management Committee and the Human Resources and Governance Committee of the Ontario Financing Authority.

She worked in capital markets for over 20 years at various firms and specialized in the derivatives market. Ms. Bell is a Director of the Associates of the University of Toronto, Inc.

Audrey Jacob

As Deputy Regional Director of Canada East, Audrey Jacob is responsible for the financial performance of the IBI Group Toronto office and works with her Regional colleagues to ensure effective teaming and collaboration, liaising with the Canada East practice leaders. Audrey is a Registered Professional Planner, a Professional Land Economist with more than 25 years of experience. She leads the firm’s Real Estate Economic & Planning practice specializing in growth management/land needs, market analysis, development/financial feasibility/strategy, economic impact, development charges, and municipal financial impact analysis. Audrey has a BA in Geography from the University of Toronto and a Masters of Urban Planning from McGill University and a member of Pragma Council (University of Waterloo), Lambda Alpha, and the Urban Land Institute.

Paul Whittlestone

As Global Director of IBI Healthcare+, Paul Whittlestone leads a multidisciplinary team of experts in healthcare strategy, the design of healthcare buildings and infrastructure, and the application of intelligent systems to the delivery of healthcare solutions. This expertise is drawn from IBI offices around the globe and provides our clients with innovative solutions to the increasingly challenging problem of delivering high-quality, affordable and sustainable healthcare services. Paul has over 30 years of experience working on healthcare projects around the world. During this time he has been involved in several major clinical reconfiguration exercises across both whole healthcare systems and individual hospitals, as well as contributing to and leading on the investment of several billion USD in the redevelopment of healthcare infrastructure, including major new hospital projects in the UK, Europe, North America, Australia and the Far East.

Matt Cunningham

Matt is a Chartered Civil Engineer with over 25 years of international project experience in major infrastructure projects. He has particular expertise in AFP/P3 projects and has led joint venture project teams on $1B+ projects.

Stephen Taylor

Derek Sims

Derek Sims is the Global Director, Intelligence. He is a Civil Engineer and member of Professional Engineers Ontario, the Transportation Research Board, the Institute of Transportation Engineers, and the American Society of Civil Engineers. Derek is a recognized expert in ITS and has directed a wide variety of projects including Advanced Traffic Management Systems, Advanced traveller information Systems, Commercial Vehicle Operation systems, and revenue management systems. Derek has Masters Degrees in Business Administration and Applied Science from the University of Toronto.

Ron Stewart

As Deputy Regional Director for Canada East, Ron Stewart’s primary focus is liaising with the Ontario office leads outside Toronto. Ron is a transportation engineer, and member of Professional Engineers Ontario, the Institute of Transportation Engineers, and the Transportation Association of Canada. He has more than 30 years of experience leading multidisciplinary teams in both the private and public sectors at the municipal, provincial, and federal levels across Canada. His experience includes Traffic Engineering, Road Safety, Transportation Planning, Transit Systems, ITS, and Signal System Operations and Maintenance.

Ron has a Bachelor of Applied Science in Civil Engineering from the University of Waterloo and a Master of Business Administration from York University.

Jane Sillberg

Jane Sillberg is the Global Director of Human Resources and is responsible for managing the IBI Group HR team, advising the senior leadership team and managers on business and Human Resources issues, and developing HR policies, processes, and procedures to ensure consistency across the firm. Her role in IBI’s recent structural re-organization included creation of a new performance management program, career path and succession planning, and definition of job descriptions and salary ranges.

Jane is a frequent speaker at HR, benefits, and compensation conferences, and a past board member of the Communications and Technology Council in Ottawa and St. Joseph Health Care in London, Ontario. Jane has a Masters Degree in business management focusing on human resource management.

Trevor McIntyre

We have passed the point where half of the world?s population is living in cities. If we as planners and designers want to continue to fight urban sprawl, then we need to focus on maintaining a high quality of green infrastructure in our cities and in particular around transit. The public realm, including parks, streets, shared streets and public plazas need to be designed to maximize the human experience. How we animate those spaces, and manage them with a mix of good design and technology will dictate the quality of life in our future cities.

Trevor McIntyre is Global Director, International, which includes IBI Group offices in Europe, the Middle East, and India. He is responsible for the region?s operational results, including financial performance, professional and technical excellence, staff motivation and development, and client satisfaction.
He is a Landscape Architect and member of the Canadian Society of Landscape Architecture and the American Society of Landscape Architecture.

Trevor has been a leading planner, landscape architect, and urban designer for more than 20 years, with projects in Canada, USA, Europe, the Middle East, South America, and Asia. He leads the Toronto IBI Group design practice in community planning and design, master planning, and landscape architecture.
He has a Masters Degree in Landscape Architecture from the University of Guelph.

Steven Kresak

Steven Kresak is the General Counsel and Corporate Secretary of IBI Group Inc. and is responsible for the firm’s legal affairs worldwide. His accountabilities include the legal, compliance, real estate, insurance and corporate governance functions. Steven is based in Toronto, Ontario, IBI Group’s corporate headquarters. From 2006 through 2014 Steven served at Infrastructure Ontario, in a variety of leadership roles including Director, Special Initiatives; Vice President, Sales and Acquisitions; and Senior Vice President, Commercial Projects, where he led a series of transactions to monetize government assets in the transportation, remanufacturing, entertainment, rail and telecommunications sectors. Prior to 2006, he practiced law at Goodmans LLP. Steven earned a Bachelor of Arts degree (Magna Cum Laude) from the University of Saskatchewan and a Law degree (Distinction) from the University of Alberta. He is a former Editor of the Alberta Law Review.

Rachel DeWitt

Rachel DeWitt is IBI Learning+ lead. Rachel began this passion as a part of our education team in Houston, joined our team in Portland for 2016, and now currently is based out of our Denver office. She has an M.Ed from Texas A&M University, and is particularly interested in the impact space and place has on student cognition. As a former educator, Rachel has been a speaker at national and international conferences on various education topics. Rachel will be working with all of our senior leaders across the education practice to strategize how to move the education practice forward with particular focus on five key areas: business development, professional development, growth, innovation, and thought leadership.

Paul Hewes

Paul Hewes is the Regional Director of the UK and Ireland, which includes offices in London, Brighton, Cardiff, Birmingham, Newark, Manchester, Liverpool, Rochdale, Glasgow and Dublin. As an architect and project manager, he has extensive experience of the healthcare, education, transport and commercial sectors in the UK and the Middle East. Paul is a qualified Architect, having trained at Bristol and Edinburgh Universities, in addition to being both an Arbitrator and a Project Manager, receiving both qualifications from the College of Estate Management, Reading University. Paul has been a member of the Royal Institute of British Architects (RIBA) since 1987.

Fouad Mustafa

Fouad Mustafa is Global Director, P3 Infrastructure. He is a Professional Engineer and member of the Professional Engineers of Ontario, the Consulting Engineers of Ontario, the Ontario Society of Engineers, and the American Public Transportation Association. He is also on the Board of Directors of Consulting Engineers of Ontario.

Fouad obtained a Master of Business Administration from York University and has more than 25 years of experience in the management, planning, design, and implementation of transportation infrastructure and facilities with a focus on AFP/P3 projects. He has managed large infrastructure projects worth more than $1 billion, and has worked with a wide range of public and private sector clients throughout North America and overseas.

Bruno Peters

David Chow

As US Lead, Infrastructure, David Chow is responsible for the region’s operational results, including financial performance, professional and technical work, staff development, and client satisfaction. He has a Bachelor of Science Degree (Civil Engineering) from the University of California at Irvine and is both a registered Professional Engineer (Civil) and a certified Planner with the American Institute of Certified Planners. He is a licensed engineer in California, Arizona, Michigan, Nevada, New Mexico, New York, and North Carolina, and is nationally certified by AICP as a planner in North America.

David has over 25 years of experience in engineering, planning, and urban design. He has managed major investment studies, complex transportation and land-use projects, Transit Oriented Development projects, as well as the design of local and regional transit systems, and technical work for environmental impact studies.

Charles Finley

Yong Kang

As the US Sector Lead, Buildings, Yong Kang is responsible for overseeing the strategy, growth and development of the company’s new and existing business for IBI Group?s architectural, engineering and interior design practices nationwide. Bringing over two decades of proven experience in leading and managing major projects, Yong is a recognized leader in his profession. He is internationally recognized for having led the design of more than 15 million square feet of complex building environments for his clients throughout North America and Asia including multi-national conglomerates.

Yong is a licensed architect and is actively affiliated with numerous professional organizations including: the American Institute of Architects (AIA), the Urban Land Institute (ULI), the Southern California Development Forum (SCDF) and the International Council of Shopping Centers (ICSC) amongst others. Yong holds a Master of Architecture from Syracuse University.

Tony Gill

Tony Gill is Global Director, P3 Buildings. He is an architect and member of the Architectural Institute of BC, the Royal Architectural Institute of Canada, National Council of Architectural Registration Board, and the American Institute of Architects. He has extensive experience in the design and management of specialized institutional, high-tech facilities, protective services, and healthcare facilities. His focus has been on designing facilities with complex functional and building system requirements; in particular, he specializes in healthcare master planning, programming, medical planning, and strategic planning. He has managed facilities procured as design-bid-build, design-build, and design-bid-maintain-finance-operate (Public-Private Partnerships).

Tony has a Master of Science degree in architecture and urban design from Columbia University.

Neil Lewin

Neil Lewin is the Deputy Regional Director for the UK & Ireland, whose primary focus is developing the Living+ brand in the UK, which includes IBI Group’s work in the residential, high density mixed use and commercial sub-sectors. Neil also leads the UK infrastructure team comprising urban designers, planners and landscape architects. Neil is an architect and member of the Royal Institute of British Architects. He has more than 25 years of experience in his field and since joining the IBI Group in 2009, he has lead complex project teams in both the private and public sectors. He has worked hard to successfully collaborate a spectrum of skills within the practice, including architecture, urban regeneration and masterplanning to ensure IBI Group?s clients continually receive a comprehensive, high quality service. Neil?s role includes assisting the Regional Director to develop the structure and growth of the business, improving the design quality, depth of clients and profitability.

Kevin Bebenek

Information technology is intrinsic to the transportation experience. For the transit traveler paying by smartcard, the truck driver pre-clearing an inspection station, and the road maintenance supervisor monitoring road weather forecasts, systems are critical to achieving our goals of safety, mobility, and sustainability.

Kevin Bebenek is the Regional Director for Canada East and has 25 years of experience in the delivery of full professional services and turn-key solutions for a variety of ITS applications including traffic management and traveller information, electronic toll collection, commercial vehicle operations, public transportation, security.

As a specialist in the application of advanced technologies for managing transportation infrastructure and facilities, his project services include needs assessment, concept design, feasibility assessment, detail design and specification, tender/procurement, construction administration, quality assurance testing, system integration and operations and maintenance support. His project experience includes public and private sector clients throughout North America and overseas.

Kevin has served as project director for the development of the ITS Architecture for Canada, and has overseen a variety of applications of the architecture, including the recent ONQC Smart Corridor Concept of Operations.

Mansoor Kazerouni

Every building has its own idiosyncratic constraints of context, site, program, budget, and vocabulary. The challenge is to successfully resolve them into a gracefully crafted architectural composition. Our role as designers is to ensure that each building has its own personality and responds appropriately to its urban context. This is what we do best.

Mansoor Kazerouni is a registered architect and has led the IBI Group design team on some of the firm’s most prestigious residential, hotel, office, institutional, and complex mixed-use projects. His work is characterized by thoughtfulness, design excellence, and attention to detail. Mansoor’s contribution to the urban environment has been acknowledged through awards, publications, and appointments to a number of Urban Design Advisory Panels including the cities of Mississauga, Markham and Vaughan. He actively contributes to the architectural discourse in Toronto as a guest speaker at professional forums and a guest critic at architectural schools.

Mansoor was also Program Co-chair and an Advisory Board Member of ULI Toronto. He has a diploma in Architecture from the Academy of Architecture in Mumbai, and a Masters degree In Architecture from Washington University in St. Louis.

Peter Moore

Peter Moore is the Regional Director of Canada West, which includes offices in Edmonton, Calgary, Fort McMurray, and Vancouver. He is responsible for the region’s operational results, including financial performance, professional and technical work, staff development, and client satisfaction. As IBI Group’s Land Engineering Lead, he counts over 30 years of experience in the strategic review, design, and management of land development projects. He has been responsible for various aspects of the development of over 10,000 single-family lots, 400 acres of multi-family development, over 300 acres of commercial development, and more than 700 acres of industrial development, primarily in Western Canada.

He has also been responsible for Transportation Planning and the design of numerous arterial roads, stormwater management facilities, and large transmission and sewer lines.

Peter has an undergraduate degree in Civil Engineering from University College Dublin and a Member of the Association of Professional Engineers from both British Columbia and the Geologists and Geophysicists of Alberta.

Brent Mauti

Brent Mauti is a licensed Architect with 15 years of experience in design and construction management projects from multiple business sectors. Brent’s architectural responsibilities include design, Building Information Modelling (BIM) and rendering, the preparation of presentation and working drawings, specification production, and services during construction for various types of projects. Brent has significant experience with 3D design as he has been involved with its implementation for numerous large-scaled projects over the course of his career.

Brent works with project leaders to identify issues and benefits regarding the use of BIM / CAD tools, advising of the benefits regarding design automation implementation and the application of design automation standards. His prime focus for BIM Implementation is multi-platform interoperability across Building, Civil and Plant deployed globally while ensuring consistent application of CAD standards.

Graeme Scott

Graeme Scott is responsible for major ITS projects for the Scottish Government’s Transport Scotland agency, Ireland?s National Roads Authority, and the Hong Kong Transport Department.
