David Chow

As US Lead, Infrastructure, David Chow is responsible for the region’s operational results, including financial performance, professional and technical work, staff development, and client satisfaction. He has a Bachelor of Science Degree (Civil Engineering) from the University of California at Irvine and is both a registered Professional Engineer (Civil) and a certified Planner with the American Institute of Certified Planners. He is a licensed engineer in California, Arizona, Michigan, Nevada, New Mexico, New York, and North Carolina, and is nationally certified by AICP as a planner in North America.

David has over 25 years of experience in engineering, planning, and urban design. He has managed major investment studies, complex transportation and land-use projects, Transit Oriented Development projects, as well as the design of local and regional transit systems, and technical work for environmental impact studies.

Peter Moore

Mr. Moore is the Regional Director for Canada West, which includes offices in Edmonton, Calgary, Fort McMurray, and Vancouver. As IBI Group’s Land Engineering Lead, he counts over 30 years of experience in the strategic review, design, and management of land development projects. He has been responsible for various aspects of the development of over 10,000 single-family lots, 400 acres of multi-family development, over 300 acres of commercial development, and more than 700 acres of industrial development, primarily in Western Canada. He has also been responsible for Transportation Planning and the design of numerous arterial roads, stormwater management facilities, and large transmission and sewer lines.

Peter has an undergraduate degree in Civil Engineering from University College Dublin and a Member of the Association of Professional Engineers from both British Columbia and the Geologists and Geophysicists of Alberta.

Audrey Jacob

As Deputy Regional Director of Canada East, Audrey Jacob is responsible for the financial performance of the IBI Group Toronto office and works with her Regional colleagues to ensure effective teaming and collaboration, liaising with the Canada East practice leaders. Audrey is a Registered Professional Planner, a Professional Land Economist with more than 25 years of experience. She leads the firm’s Real Estate Economic & Planning practice specializing in growth management/land needs, market analysis, development/financial feasibility/strategy, economic impact, development charges, and municipal financial impact analysis. Audrey has a BA in Geography from the University of Toronto and a Masters of Urban Planning from McGill University and a member of Pragma Council (University of Waterloo), Lambda Alpha, and the Urban Land Institute.

Deepak Darda

Stephen Taylor

Mr. Taylor is the Chief Financial Officer of IBI Group. He is a Chartered Professional Accountant, Chartered Accountant with over 25 years of international financial experience in all areas of corporate management, including acquisitions of new businesses, operational management, and investments.

Mr. Taylor was previously the Chief Financial Officer of a private healthcare company and prior to that the Chief Financial Officer of a publicly traded multinational online software provider for six years. His functional experience in investment banking, corporate advisory, operations, corporate development and financial oversight includes accounting, public company financial reporting, acquisition due diligence, valuation, process management, enterprise integration, and investor relations.

Derek Sims

Mr. Sims is the Global Director of IBI’s Intelligence Sector, responsible for consulting, software development and operational services in projects which conceive, design, implement and operate solutions applying new technologies. He has worked throughout his 39 year career with IBI in the areas of transportation and systems engineering, growing IBI’s worldwide practices in Traffic Management, Traveller Information, Transit, Tolling and Airport Groundside Systems.

Mr Sims’ mandate to advance the Intelligence Sector skills and experience into other areas of the firm’s practice has led to initiatives in energy optimization, asset management, intelligent buildings, smart cities and data analytics. Mr Sims holds Masters degrees in Engineering and Business and is a registered Professional Engineer in four Provinces.

Brent Mauti is a licensed Architect with 15 years of experience in design and construction management projects from multiple business sectors. Brent’s architectural responsibilities include design, Building Information Modelling (BIM) and rendering, the preparation of presentation and working drawings, specification production, and services during construction for various types of projects. Brent has significant experience with 3D design as he has been involved with its implementation for numerous large-scaled projects over the course of his career.

Brent works with project leaders to identify issues and benefits regarding the use of BIM / CAD tools, advising of the benefits regarding design automation implementation and the application of design automation standards. His prime focus for BIM Implementation is multi-platform interoperability across Building, Civil and Plant deployed globally while ensuring consistent application of CAD standards.

Tim Foley

Kevin Bebenek

Information technology is intrinsic to the transportation experience. For the transit traveler paying by smartcard, the truck driver pre-clearing an inspection station, and the road maintenance supervisor monitoring road weather forecasts, systems are critical to achieving our goals of safety, mobility, and sustainability.

Mr. Bebenek is the Regional Director for Canada East, which includes offices in Toronto, Richmond Hill, Mississauga, Ottawa, Hamilton, London, Waterloo, Kingston, and Brantford, Ontario. He is a Professional Engineer with over 25 years of experience in the planning, design, implementation, operations, and maintenance of systems for transportation operations, infrastructure, and facilities.

Kevin has worked with a wide range of public and private sector clients throughout North America and overseas. Kevin has served as project director for the development of the ITS Architecture for Canada, and has overseen a variety of applications of the architecture, including the recent ONQC Smart Corridor Concept of Operations. Kevin has an Honours Bachelor of Applied Science degree from the University of Waterloo.

Ron Stewart

As Deputy Regional Director for Canada East, Ron Stewart’s primary focus is liaising with the Ontario office leads outside Toronto. Ron is a transportation engineer, and member of Professional Engineers Ontario, the Institute of Transportation Engineers, and the Transportation Association of Canada. He has more than 30 years of experience leading multidisciplinary teams in both the private and public sectors at the municipal, provincial, and federal levels across Canada. His experience includes Traffic Engineering, Road Safety, Transportation Planning, Transit Systems, ITS, and Signal System Operations and Maintenance.

Ron has a Bachelor of Applied Science in Civil Engineering from the University of Waterloo and a Master of Business Administration from York University.

Mansoor Kazerouni

Every building has its own idiosyncratic constraints of context, site, program, budget, and vocabulary. The challenge is to successfully resolve them into a gracefully crafted architectural composition. Our role as designers is to ensure that each building has its own personality and responds appropriately to its urban context. This is what we do best.

Mr. Kazerouni is the Global Director of Buildings at IBI. Mr. Kazerouni graduated from Washington University in St. Louis with a Master’s degree, in 1991. With over 25 years of experience, he has a significant portfolio of projects completed or underway across Canada, the United States, the UK, UAE, Jordan and India. These include high density high-rise residential buildings, hotels, office, retail, institutional, and complex urban mixed-use developments. A number of these projects have been nominated for and received Urban Design and Architectural Design awards.

Mr. Kazerouni has been a guest lecturer on the subject of architecture and mixed-use design at universities, conferences and various panels. He has also been interviewed on the subject by architectural publications, newspapers, television and other media. Mr. Kazerouni’s abilities and expertise in his field have been recognized by his appointment to the City of Mississauga’s Urban Design Advisory Panel, the City of Markham’s Urban Design Advisory Panel and the City of Vaughan’s Urban Design Advisory Panel. He is also a past Advisory Board Member of the Urban Land Institute, and a member of the Royal Architectural Institute of Canada.

Graeme Scott

Graeme Scott is responsible for major ITS projects for the Scottish Government’s Transport Scotland agency, Ireland’s National Roads Authority, and the Hong Kong Transport Department. Graeme has extensive ITS expertise, and has provided strategic advice and management on research, studies, design, procurement, development, implementation, and operation of a wide range of ITS solutions. Graeme also has more than ten years of experience in coordinating and managing client input to major European Commission research initiatives.

Trevor McIntyre

If we as planners and designers want to continue to fight urban sprawl, then we need to focus on maintaining a high quality of green infrastructure in our cities and in particular around transit. The public realm, including parks, streets, shared streets and public plazas need to be designed to maximize the human experience. How we animate those spaces, and manage them with a mix of good design and technology will dictate the quality of life in our future cities.

Trevor McIntyre is Global Director, Placemaking & International. He is responsible for International operational results, including financial performance, professional and technical excellence, staff motivation and development, and client satisfaction. He is a Landscape Architect and member of the Canadian Society of Landscape Architecture and the American Society of Landscape Architecture.

Trevor has been a leading planner, landscape architect, and urban designer for more than 20 years, with projects in Canada, USA, Europe, the Middle East, South America, and Asia. He leads the Toronto IBI Group design practice in community planning and design, master planning, and landscape architecture. He has a Masters Degree in Landscape Architecture from the University of Guelph.

Scott Stewart

Scott Stewart is Chief Executive Officer of IBI Group Inc. and IBI Group, responsible for providing executive leadership, with a particular focus on operational management and execution. He became Chief Executive Officer in August 2013, but has been with the firm since 1983, initially as a transportation engineer and planner. He led the development of the Intelligence sector of the firm, turning it into a worldwide business with projects and offices around the world.

Mr. Stewart has been active in a number of professional organizations including sitting on the Board of the Transportation Association of Canada (TAC) and the Board of ITS Canada where he fulfilled various roles including chair. Mr. Stewart received his Bachelor of Science (Civil Engineering) degree from the University of Waterloo.

Tony Burley

Tony Burley is the UK & Ireland Managing Principal for the Buildings group. He has led the design and management of project teams for all scales of healthcare, research and mixed use projects. His broad experience spans new build, refurbishment and strategic planning of facilities, in roles as both designer and client representative, and covers Traditional, Design and Build, Framework and P3 procurement routes. The multiple perspectives from this broad experience provides Tony with a real understanding of the opportunities and challenges that face developers and end user clients, and fuels a passion for ongoing innovation in the built environment at the intersection of design and technology.

Tony is an excellent communicator and regular conference speaker, who enjoys building strong relationships with clients, users and wider stakeholder groups.

Paul Lavallee

As the US Sector Lead, Intelligence, Paul Lavallee is responsible for overseeing the strategy, growth and development of the company’s new and existing business for IBI Group’s intelligence practice across the US, working closely with Carl-Henry Piel, James Barbosa, and Ritesh Warade who lead the services, solutions and operations subsectors respectively. Bringing over 30 years of experience as part of IBI Group’s intelligence practice, he has helped organizations at all levels effectively integrate technology into city planning, design and operation, and transform how business is conducted today. He is internationally recognized as a transit technology and revenue collection system specialist with specific expertise in bringing together multi-stakeholder teams and delivering high-profile projects.

Paul is a licensed Professional Engineer currently working with thought leaders to help integrate technology into the daily fabric of people’s lives. He holds a Bachelor of Applied Science from the University of Toronto, and a Masters of Engineering from the University of California, Berkeley.

Steven Kresak

Steven Kresak is the General Counsel and Corporate Secretary of IBI Group Inc. and is responsible for the firm’s legal affairs worldwide. His accountabilities include the legal, compliance, real estate, insurance and corporate governance functions. Steven is based in Toronto, Ontario, IBI Group’s corporate headquarters. From 2006 through 2014 Steven served at Infrastructure Ontario, in a variety of leadership roles including Director, Special Initiatives; Vice President, Sales and Acquisitions; and Senior Vice President, Commercial Projects, where he led a series of transactions to monetize government assets in the transportation, remanufacturing, entertainment, rail and telecommunications sectors. Prior to 2006, he practiced law at Goodmans LLP. Fouad Mustafa is Global Director, P3 Infrastructure. He is a Professional Engineer and member of the Professional Engineers of Ontario, the Consulting Engineers of Ontario, the Ontario Society of Engineers, and the American Public Transportation Association. He is also on the Board of Directors of Consulting Engineers of Ontario.

Fouad obtained a Master of Business Administration from York University and has more than 25 years of experience in the management, planning, design, and implementation of transportation infrastructure and facilities with a focus on AFP/P3 projects. He has managed large infrastructure projects worth more than $1 billion, and has worked with a wide range of public and private sector clients throughout North America and overseas.

Paul Whittlestone

Tony Gill is Global Director, P3 Buildings. He has extensive experience in the design and management of specialized institutional, high-tech facilities, protective services, and healthcare facilities. David Thom

Mr. Thom joined the firm in 1975 after receiving his Bachelor of Architecture degree from the University of Toronto. He is a member of the American Institute of Architects (AIA) and the Royal Architectural Institute of Canada (RAIC).

Yong Kang

Tom Bacus, office lead for both the Salt Lake City and Denver offices, brings over 20 years of experience in planning and civil engineering to the IBI team. During his career, he has successfully delivered numerous projects including work on tech campuses, large planned communities and light rail transit projects. Carl Clayton

Mr. Clayton is the Director of Global Infrastructure at IBI. He has project experience from across North America as well as in the Caribbean, Europe, Asia and Africa in both traditional and alternative project delivery. Katrina Stevens

Claudia Krywiak

Independent Director

Ms. Krywiak is Vice President, Corporate Development, Planning and Strategic Initiatives at the Ontario Centres of Excellence (OCE), a not-for-profit organization that drives the growth of a knowledge-based economy in Ontario. In partnership with industry, OCE co-invests in industrially relevant research and development and the commercialization of leading edge technologies, supporting the next generation of innovators and entrepreneurs.

Prior to joining OCE, Ms. Krywiak held the position of Vice President, Business Development (Ontario) at Mitacs, a national research organization that funds research and training programs. She also had five years of experience with Bruker BioSpin, a world leader in Nuclear Magnetic Resonance (NMR) technology. Ms. Krywiak holds a Hon.B.Sc. and a Ph.D. in Chemistry from the University of Toronto.

John O. Reid

Mr. Reid is a Chartered Professional Accountant, Chartered Accountant, with over 40 years’ experience. He was Audit Leader for KPMG LLP in the Greater Toronto Area from 2008 to 2014. He has extensive experience in auditing as well as the management of professional service organizations, and has experience in strategic planning, development and growth management in all business sectors and industries, with a focus on mergers and acquisitions, technology and health care.

Mr. Reid is a founding member and Chair of the Audit Committee of the Perimeter Institute of Theoretical Physics, which supports physics research, training and outreach throughout the world. Mr. Reid served as chair of six hospital boards and two colleges across Canada. Mr. Reid received a Bachelor of Commerce degree from the University of Alberta, and is a Fellow of the Chartered Professional Accountants of Ontario.

Dale Richmond

Mr. Richmond is the past Chair of The Canadian Council for Public-Private Partnerships. He has participated on a number of corporate boards and has served the community as past Chair of The Toronto Board of Trade, The Canadian Urban Institute and Humber College. From 1993 to 2003, he was the President and Chief Executive Officer of the Ontario Municipal Retirement System (OMERS).

Prior to 1993, Mr. Richmond served with the Municipality of Metropolitan Toronto for 17 years, where he held various positions including Chief Administrative Officer (for a period of eight years), Deputy Commissioner of Transportation, and Commissioner of Management and Computer Services. He also held various public sector positions in Halifax, Calgary and Sudbury.

Mr. Richmond received a Bachelor of Commerce degree from Mount Allison University, a Master of Arts (Economics) degree from Dalhousie University and is a Fellow of the Chartered Professional Accountants of Ontario and a Fellow of the Certified Management Accountants of Ontario.

Mr. Stewart has been active in a number of professional organizations including sitting on the Board of the Transportation Association of Canada (TAC) and the Board of ITS Canada where he fulfilled various roles including chair. Mr. Stewart received his Bachelor of Science (Civil Engineering) degree from the University of Waterloo.

Michael Nobrega

Independent Director

Mr. Nobrega is the Chair of Ontario Centres of Excellence, an Ontario based organization that drives the commercialization of leading edge technologies across the transportation, communications and other key market sectors. He is also the interim President and Chief Executive Officer of Waterfront Toronto.

Mr. Nobrega was President and Chief Executive Officer of the Ontario Municipal Employees Pension System (OMERS), one of Canada’s largest pension funds, from 2007 to 2014, and President and Chief Executive Officer of Borealis Infrastructure, the infrastructure investment entity of OMERS, from 1998 to 2007. Prior to Borealis, Mr. Nobrega was a tax partner of Arthur Andersen.

Between 2014 and 2016, Mr. Nobrega was appointed by the Ontario provincial government as Chair of the Expert Panels on the financial restructuring of MaRS (Ontario’s innovation hub for medical and related sciences) and on the reconstruction of the Macdonald Block in Toronto. Mr. Nobrega holds an Honours BA (Economics and Mathematics) from the University of Toronto and is a Fellow of the Chartered Professional Accountants of Ontario.

Lorraine Bell

Ms. Bell is the Chair of the Audit Committee of IBI Group Inc.. Ms. Bell is a Chartered Professional Accountant, Chartered Accountant with over 30 years’ experience in the financial sector. Ms. Bell is a member of the Board of Directors and Chair of the Audit Committee and member of the Governance Committee of Brookfield Real Estate Services Inc. Ms. Bell is also a former member of the Board of Directors, the Audit and Risk Management Committee and the Human Resources and Governance Committee of the Ontario Financing Authority. She worked in capital markets for over 20 years at various firms and specialized in the derivatives market.

Ms. Bell is also a member of the Board of Trustees of the New York Genealogical & Biographical Society, a member of the Board of Directors of the Associates of the University of Toronto, Inc. in New York City and a member of the Board of Directors of Hot Docs Foundation (USA) Inc. She is a member of the Institute of Corporate Directors in Canada.

David Thom is President of IBI Group Inc. and IBI Group, responsible for providing executive leadership with a particular focus on managing and leading the firm’s multidisciplinary teams of professionals. He specializes in the planning and design of complex projects that integrate planning, architecture and transportation. He has had senior responsibility for many major urban development projects across Canada, in the United States and internationally, including public / private partnerships and private finance initiatives.

Mr. Thom joined the firm in 1975 after receiving his Bachelor of Architecture degree from the University of Toronto. He is a member of the American Institute of Architects (AIA) and the Royal Architectural Institute of Canada (RAIC).
