Design Principles for a Successful Post-Pandemic Public Realm

Placemaking Practice Lead, Oliver Hartleben, identifies six key factors that could maximize the successful adaptation of public space to unexpected circumstances, including ensuring that access to space is multi-dimensional.

Connaught Park in Vancouver was transformed overnight from a series of sport fields into a place for people to interact while complying with the physical distancing mandate. What conditions made it so adaptable?

I live in Vancouver, Canada. Across the street from our place is Connaught Park, a large open lawn normally used for sports: rugby, soccer, softball, cricket – occasionally even Quidditch matches. When the COVID-19 pandemic hit in mid-March, without much planning nor directive, this space transformed overnight into the community’s “breathing room”. Day in and day out, especially in the afternoons and early evenings, it has accommodated both small and large groups, with blankets and picnic chairs, who socialize at a safe distance. Unlike many other cities, Vancouver never had a full shelter-in-place order.

In contrast to Connaught Park, the much smaller playground in front of our building was pre-emptively closed by City staff, with swings cordoned off and sandbox toys safely removed. Usually teaming with small kids playing and parents chit-chatting, it was also transformed overnight – but in this case into a sterile, leftover open space with no alternative use during the new (ab)normal we are now living.

Comparing these two places brings up a simple question: What makes one adapt successfully and the other one not?

Are there any factors that ensure public space resiliency, i.e., having the capacity to react and rebound quickly and easily to unforeseen conditions? Not only regarding the current pandemic, but also other volatile and uncertain conditions that will undoubtedly come our way, such as natural disasters, changes in user preferences and behaviours, new demands required by technological change, and the longer-term effects of the climate crisis.

1. Polyfunctionality
Rather than specialization, the public domain needs to be designed, as much as possible, as an isotropic space. It must work for multiple uses either consecutively or at the same time, including uses that may not be needed today or may not yet exist. Think of car circulation space converted into bike lanes, pop-up testing facilities, or outdoor dining. Spaces do not need to cater to all possible uses but should have a broad enough functional bandwidth to be resilient.

A public space, be it a park or a sidewalk, needs to have generous enough dimensions to flexibly adapt to changing and evolving requirements. Whoever has designed a street cross section knows that the possibilities increase exponentially relative to the available right-of-way width — there’s only so much a 6-foot sidewalk can accomplish in terms of functional flexibility. However, oversizing must be carefully considered. To avoid barren, impersonal spaces, places need to be designed so that “they work for one or for 10,000,” as Jan Gehl reminds us.

A critical aspect for adaptability and resilience is the ability to provide access, circulation, and servicing from multiple locations. If you can only move along one route, or if you can only hook up to water or electricity at one location, the ability to quickly respond to changing circumstances is severely limited. To limit the extra cost of doubling up circulation and servicing, paths can be shared across multiple modes, and services can be clustered and provided only at strategic locations, for example, where paths cross or at obvious area boundaries.

Access to space is multidimensional. First, the place needs to provide multiple ways to get in and out, facilitating circulation and, if needed, separating user flows. Second, access has to do with temporal proximity; a multimodal approach is essential to make the space convenient and safely accessible for as many people as possible within a short ‘walk/roll/ride’ time shed. Finally, access requires universal accessibility principles for people with all abilities, but also special access to many types of vehicles, as required by special conditions.

A public space also needs to be modular in order to be easily partitioned or closed off, particularly in cases of public safety — think of a flood-prone area like informal soccer fields in many Latin American favelas or a space that can be converted for pandemic testing or outdoor queuing. But modularity is also important to allow the space to dynamically change, i.e., the temporal shrinkage and growth of spaces for specific uses given unique circumstances, for example the need for more outdoor dining areas given health concerns and public behaviours or preferences.

Finally, the different areas and elements of a public space need to be easily identifiable by the public and the authorities so there is symmetry of information regarding expected behaviour. While technology can certainly inform users about distancing and use in space, the intuitive conveyance of areas or sectors by simple design tools such as paint, patterns and materials should not be underestimated. It is much more complicated to tell people to not be too close together than to unequivocally show what that means. The ‘physical distancing’ circles painted recently in Domino Park in Williamsburg, New York City, is an obvious example of this (of course, the design intervention does not always need to be so literal.)

These six factors should be universal principles that guide our design of public realm elements from now on.

Will this trigger a refocused, novel approach to designing open spaces? I hope so, but beyond the new, it is also helpful to turn to history to get some clues as to what has withstood the test of time in terms of space resiliency.

The Piazza del Campo in Siena is a good example of a public space that adapts to both the needs of its users, throughout the day, across centuries, and to unforeseen circumstances.

Take an old example, the Piazza del Campo in Siena, Italy.

This plaza shows how the six resiliency aspects were, voluntarily or involuntarily, baked into the design of the public space from the get-go. There are other, newer examples, like the Zócalo in Mexico City or the Schouwburgplein in Rotterdam that exemplify the same traits.

Il Campo works for multiple purposes with minimal adaptation — from low-key social interaction and people watching, to cafes that expand in and out to the square, to sporting events like horse races. It is big enough to work for few people or as a rallying point for many. It has redundancy in circulation paths and provides servicing from all sides, even within a medieval street pattern. Through its gently-sloped surface, it ensures access without stairs throughout for all types of users and vehicles, as required. It can be partitioned off as needed for different activities, increasing the safety and separation of users according to the event or the situation. And, through the surface treatment of the exterior ring and the piazza’s “slices”, it clearly signals different areas that can be assigned to different uses. Everyone intuitively “gets it”, without the need to read signage or check an app.
