Neil has an exemplary record of institutional work including acting as principal in charge for two demanding and complex architectural commissions, the York University Schulich School of Business, which received the Governor General’s Award for Architecture, and University of Waterloo ? School of Pharmacy and School of Medicine recipient of the Ontario Association of Architects Design Excellence Award. Neil has authored papers and given public lectures on ecological and environmental design issues. For his achievement in environmental design, he was also appointed a Fellow of the Royal Architectural Institute of Canada.

A seasoned advocate for K-12 education, he has seen two of his projects recognized by the CEFPI (now A4LE) James D. MacConnell Awards committee. Although Marsha Bousquet has 26 years of experience related to urban infrastructure development from planning through implementation, since 2009, Marsha?s focus has been entirely dedicated to AFP/P3-type projects. Her role extends from the commercial management of P3 projects, design team management, bid management during RFQ/RFP stage, and instilling best practices in delivery. Prior to that, she undertook master planning and entitlements for major redevelopment projects in Canada and the United States that have reshaped development patterns to take advantage of public transit, contributing to more sustainable city building. He has participated on a number of corporate boards and has served the community as past Chair of The Toronto Board of Trade, The Canadian Urban Institute and Humber College. From 1993 to 2003, he was the President and Chief Executive Officer of the Ontario Municipal Retirement System (OMERS). Prior to 1993, Mr. Richmond served with the Municipality of Metropolitan Toronto for 17 years, where he held various positions including Chief Administrative Officer (for a period of eight years), Deputy Commissioner of Transportation, and Commissioner of Management and Computer Services. He also held various public sector positions in Halifax, Calgary and Sudbury.
